Message to Legislator

Dear Senator/Representative,

I stand strongly with the Chamber of Commerce in support of House Bill 2693, which would give small businesses a better, more affordable path to health coverage.

Small businesses are the backbone of Arizona's economy, yet many of us face rising and unpredictable health insurance costs that make it harder to hire, retain employees, and grow. HB 2693 offers a practical, market-based solution by allowing statewide chambers of commerce and business leagues to help small employers band together to access self-funded health plans.

Nearly 30 other states already allow similar Multiple Employer Welfare Arrangements (MEWAs), providing small businesses with greater purchasing power, more plan options, and improved cost stability. Importantly, HB 2693 operates fully within existing federal law and does not reduce protections for preexisting conditions or essential health benefits.

This bill does not weaken health care, it strengthens access through scale. By pooling together, small employers gain the leverage typically reserved for large corporations, without sacrificing coverage quality or consumer protections.

Arizona has long been a leader in pro-growth, market-driven policy. HB 2693 continues that tradition by giving job creators another tool to compete and thrive.
