The American Rescue Plan that was recently passed will make available more billions of more taxpayer dollars to local and county governments. Businesses are still bleeding cash and grappling with the COVID 19 shockwave. We are asking our local and county governments for additional COVID Relief funds to be directed to assist small businesses, nonprofits, and businesses in the tourism and hospitality sectors. Message to LegislatorT0: All local and county elected officials in the NW Valley: RE: COVID-Hit Small Businesses are Still Hurting, and More Funding is Needed I support the Surprise Regional Chamber of Commerce letter on reminding local and county officials that COVID-Hit small businesses and families are still struggling. Small businesses are a vital part of the economy as a whole, and their success is essential to economic growth and prosperity. To keep our regional economy growing and reduce unemployment, local and county government officials should lend their unbridled support to its entrepreneurs and the community at large. Please allocate additional funds to assist small businesses, nonprofits, and impacted industries such as tourism and hospitality. On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 ("ARPA"), which contains $1.9 trillion in overall national spending to support relief and economic recovery efforts. ARPA provides a total of $350 billion in assistance to states, counties, municipalities, territories, and tribal governments to cover expenses, make up for lost revenue and ease the overall economic impact from the COVID-19 pandemic. Funds may be used to respond to the COVID-19 emergency and address its economic effects, including through "aid to households, small businesses, nonprofits, and impacted industries such as tourism and hospitality." Local government funds will be distributed in two equal payments, the first by May 10, 2021, and the second by March 11, 2022. The Chamber is reminding our local elected officials that the small businesses are still grappling with the economic shockwaves of COVID-19, and many small businesses, particularly in the hospitality, food, and entertainment industries, are still in distress and bleeding cash. Businesses need capital to reopen doors, and people need outreach and skills development to match them to available jobs. While it is important to consider an investment’s impact beyond the immediate term, providing more immediate help at the local level is a necessary baseline for longer-term recovery. Now is the time to double down in your support of the small business. We understand all federal money comes with stringent regulations, and there are approval processes, however, we urge you to take immediate action and continue to support our community by creating special assistance funds for small businesses, including zero or low-interest loans and grants. Now is also the time to vigorously support organizations that support local businesses with buy-local campaigns and help off-line businesses go online.
